In summary, the above laws state that any Deaf or Hard-of-Hearing person is covered by law and can request any assistance regarding how to communicate. There are different ways to accomodate the Deaf or Hard-of-Hearing. Those accommodations are listed as follows (but not limited to):
- Texting via Instant Messaging Devices on hand-held PC's (Laptops, Cell Phones, Tablets)
- Certified Interpreters for the Deaf who are proficient in American Sign Language
- Video Relay Services (VRS) through companies such as Sorenson, Purple, or Convoy are convenient when you're trying to reach a Deaf or Hard-of-Hearing person over the phone.
- Written communication (not the most effective, but some Deaf are proficient in English and prefer to write back and forth).
- Video Remote Interpreting (VRS) where an interpreter can interpret all parties in the room without any restrictions
It is customary that the expense of providing services (if there is one for services such as VRI or Professional Interpreting Services) fall on the business or office providing the product or service. It can be considered discriminatory if these services are refused simply to avoid the expense of providing effective communication aids because Americans that fall under the Americans Disability Act are covered by federal law.
A newly implemented law concerning effective communication rights under the Affordable Healthcare Act. Sections 92.202(a) and (b) state that it is at the determination of the Deaf or Hard-of-Hearing individual requesting services what 'effective communication' is in a healthcare setting. These laws also include entities that have less than 15 employees as responsible parties to provide effective communication.
